Rulers do not fear the cry, “anarchy is chaos”, for this consolidates power in their hands as 'the last bastion against disorder and societal breakdown'. The cry they truly fear is Proudhon’s cry of “anarchy is order”, for, if true, this would render them obsolete. Thus, for them, the former definition must not only be promoted, it must be cultivated.
